I think you must already know that if I am contacting you, it is not for social pleasantries. I come to you chiefly to ask you about this 'haki' Koby had spoken to me about. Namely, what it can or cannot do.

What Koby can do is only a fraction of his potential, eclipsed almost entirely by my own.
You are asking what I'm capable of, are you not?

Then let me be clear: haki is the innate energy of all living things, the power of one's will. Some call it lifeforce, or the manifestation of one's spiritual energy.
Koby has what we call Observation, the ability to sense emotion and presence.
This we have in common, though my mastery far exceeds his.
Generally, Observation is passive. However, it can be used in combat to predict moves and avoid them.
Coupled with Armament and Conqueror haki, I have a reputation of being a formidable opponent.
They don't call me Emperor of the Sea for nothing.

Does this mean you could compel a group of people to stay still while they were killed?

Not technically, no.
I wouldn't call it "compulsion." It's more ... intimidation.
Dominating another's will.
And to be frank with you: they would not have stayed conscious if I were at my full power.
Those unaccustomed to my outbursts of haki rarely have the will to withstand it.
